The new Law on Higher Education in Serbia, effective from September 2005, stimulates that all the HE institutions undergo evaluation and accreditation procedures. The standards for external evaluation are prepared and their realization is up to the HE institutions. Therefore, the results of this project will be

very welcome to each institution, as they will provide solid foundation for their own internal quality assurance systems.

The project results that are dealing with creating manuals for IQA measures and procedures application will be directly available to Commission for Accreditation of the National Council for HE of Serbia.

This would help the Commission to complete its documentation, rules and standards, since at present the very good standards exist for the external evaluation, while the internal quality assurance, measures and principles are only present as a general framework. This "void" will be filled with the project results.

These two factors ensure the national level support for project results sustainability. The academic and institutional support has also two aspects:

The results on the project implementation will be presented to each Serbian participating university's authorities (Rector and the Senate) close to the end of each project year, for obtaining the feedback from the participating universities on the project realization. Furthermore, the project results will also be first

presented to participating universities' authorities for approval and implementation.

The IQA Centers that are to be formed as one of the major outcomes of the project will be positioned in university rectorate and financially supported by them. The project assumes adequate changes of universities statutes, which would then include existence of these Centers as parts of the governing structures at the universities/faculties levels in all Serbian HE institutions.

The socio-economic aspect of the support for the project realization and sustainability of its results would be achieved by the fact that increased quality of teaching and learning process, as well as of other aspects of HE institutions work, would inevitably lead to better quality and higher number of graduates.

They would then be able to easier find higher quality jobs, while on the other hand the employers would obtain better-qualified staff.


The sustainability activities of this project will require little funding, but that will not influence their realization.

The presence of the National Council for HE member in the Consortium will ensure the seriousness of the project realization and also that the Council will be aware of the project activities and results at any time during the project period.

The presence of high university management representatives (rectors and vice-rectors) as the project consortium members guarantees the institutional support for both the project realization at each participating HE institutions, as well as the project results sustainability.

Each project consortium member in Serbia will present the project results at its own institution, thus there are no funding requirements for the corresponding sustainability activity.

All the project realization steps will be made public through the dissemination activities (web-site, newsletters, seminars, conference) what would practically involve the whole academic community, as well as the interested stakeholders into project realization. Strong and active involvement of students in all the activities would make the results of the project also acceptable to student's population, which is considered as one of the most important outcomes from the project activities.
